It doesn’t matter how much money you earn. You can have your child tested to see if any speech problems are developing and even get free speech therapy. It’s part of the U.S. Individuals with Disabilities Education Act (IDEA) to make sure that children in need receive special education beginning on their third birthday, and in some states, like Virginia, it starts at age 2.
