The Small Business Administration (SBA) encourages government purchasing agencies to set aside suitable government purchases for exclusive small business competition. A purchase which is restricted to small business bidders is identified by a set aside clause in the invitation for bids or request for proposals. There is no overall listing of procurements which are, or have been, set aside for small business. A small business learns which purchases are reserved for small business by getting listed on bidders’ lists.
